With the launch of the new RTX 2080 and 2080 Ti video cards, we have encountered a handful of issues in Photoshop CC 2018 that result in image artifacts using the 411.63 NVIDIA driver. While they likely occur with other actions as well, we have specifically seen them happen when:
- Upscaling an image using the "Image Size" tool when in either "Auto" or "Preserve Details (enlargement)" mode. The other modes seem to be unaffected.
- Applying a "Smart Sharpen" filter
These issues happen regardless of the source image, document resolution, or display resolution. This is likely to be fixed either with a driver update from NVIDIA or an update for Photoshop.

Update 9/25/2018: It was pointed out in the comments that the 411.63 release notes lists a known issue in Windows 10 of "[Photoshop CC]: Corruption occurs after increasing image size. " So this is definitely just a driver bug that should be fixed in the next driver update. Smart Sharpen is not mentioned, but likely is being caused by the same underlying issue.
Update 9/27/2018: The issue has been resolved with the new 411.70 NVIDIA GeForce driver
